Li Xiaohong's Speech on the Opening Ceremony of the 1st World Science and Technology Development Forum

Distinguished President Wan Gang, President Han Qide, President Daya Reddy, dear guests, ladies and gentleman,

Good morning! I am delighted to be here with all the guests to participate the 1st World Science and Technology Development Forum at this fine autumn day. First, on behalf of the Chinese Academy of Engineering, I wish to extend our warmest congratulations to the grand opening of this forum, and sincerest welcome to experts and professors from the world and friends from all walks of life. It is such a delight to have friends travelling from afar. Ever since ancient times, China has not stopped its exchanges with the rest of the world. The Book of History talked about harmony between states, the Book of Changes talked about all states lived in harmony, the Analects of Confucius read that one has brothers all over the world. Till now president Xi Jinping is promoting shared destiny from all mankind. These are all aligned demonstrating that China is willing to carry out exchanges with the world. Today, friends both China and abroad from scientific community all gathered together to focus on deep integration issues of science and technology, culture, education and economy under the new ear of technology revolution. We talked about technology cooperation and innovation, and we are confident that consensus will be advanced and together, we will contribute our wisdom and strength for world technology progress and human culture development.

The scientific and technological revolution is in the ascendant, and the wave of technological innovation is stirring. At the time of the new round of scientific and technological revolution and industrial change, how to give full play to the positive role of science and technology and create a better future for mankind requires the joint efforts from the world's scientific and technological circles. This is also the historical mission entrusted to us by time. With the opening of the first World Science and Technology Development Forum, I would like to take this opportunity to discuss three points: First, be courageous and ride the wave of technological innovation to continues to focus on the most cutting-edge, most advanced, most strategic and disruptive technologies in the world of science and technology. Today, a new round of global technological revolution and industrial transformation is accelerating, disruptive technologies are emerging, research and development applications such as big data and artificial intelligence are accelerating, and new-generation information technology, high-end equipment, biomedicine, new energy vehicles, new materials and other industries are developing. It is changing with each passing day. As the highest honor and consultative academic institution in the field of engineering science and technology in China, the Chinese Academy of Engineering will actively organize academicians to focus on artificial intelligence, quantum information, new nanomaterials, additive manufacturing, genetic engineering, etc. In the technical field, we will strengthen scientific and technological exchanges and cooperation and collaborative innovation with countries around the world in an all-round, high-level and in-depth manner.

Second, actively participate in global innovative governance, promote global science and technology innovation and explore new landscape. Science and technology innovation means innovating in an open environment. Global economic growth hinges on the synergy development among countries. We will deeply integrate into the global innovative web and make full uses of global innovation resources for mankind’s wellbeing. Currently, the Chinese Academy of Engineering has established close ties with over 40 national academies of engineering and relevant international engineering and technology organizations, build cooperation with 32 countries along the Belt and Road Initiative and establish a basic framework for the Belt and Road international engineering and science and technology cooperation. In the future, the Chinese Academy of Engineering will cooperate with the international engineering and science and technology communities to full unleash the power of national high-end think tanks and national strategic science and technologies, to make full use our advantages in multiple disciplines and our academicians’ wisdom. We will cast our attention to the frontiers of global science and technology development, cross disciplines, promote worldwide dialogues and communication, promote cooperative research and resource sharing and usher in a new landscape for global science and technology innovation.

Third, build a shared community for global science and technologies and for mankind. “A single flower does not make spring, while one hundred flowers in full blossom bring spring to the garden.” In the era of global competition, we are also faced with unprecedented global cooperation opportunities. President Xi Jinping proposed the concept of building a shared community for mankind with great foresights, which conforms to the historic trends, responds to the era’s callings and pools together all countries’ consensus so that a beautiful world featuring beauty and harmony could be realized. Therefore, against the backdrop of in-depth globalization, informatisation and networks, the global science and technology community should view global science and technologies’ new development momentum with strategic foresight, open horizon and inclusive mindset. We need to plan for and promote science and technology innovation with a global vision, build a shared community for global science and technologies, and for mankind. As history marches forward, let us work hand in hand to make new and bigger contributions to the world’s science and technology development and human society’s civilization progress.
